The regular meeting of the Town Board of Cherry Valley was held on Thursday, February 12, 2009 with meeting called to order at 7:00PM by Supervisor Garretson.

Pledge to the Flag was said.

Councilperson Cornwell made a motion to accept the invoices and payments as read Councilperson Johnson seconded the motion. The invoices and payments have been presented and accepted. All in favor 3 yes 0 no. Motion carried.

Information presented to the Town Clerk by Supervisor Garretson is as follows:
Town share of monthly County sales tax collected for the month of November 2008 is $5,294.77.

Updates:
Community Center:
Revenue for Jan was $158 and Expenses were $8,105.
Biddy Basketball is winding down for the season
The Opera has contacted Mary Beth to rent the space for the summer season

Miscellaneous Information:
Williamson Law Book Company Town Clerk Software installation
Town Justice contact procedure review and recommendations. The public needs to be able to make contact with the Justices and the Justices need to reply to the public in regards to questions regarding Court procedures, payment and or questions about traffic violations, etc.
Motion made by Supervisor Garretson to move the Town Board meeting for May 14th 2009 to May 21, 2009 seconded by Councilperson Cornwell. Motion carried.

Health Center:
Revenue for Jan $28,476 and Expenses for Jan was $30,398

Town Facilities:
William T. Ryan Associates to complete new board room by 12/31/2009

Community Facilities Corp:
Mr. Dubben inquired about extra blacktop to complete parking lot

Village:
Joint board meeting invite for 7PM on March 16th at Village Office
Art Works to lease part of the old village hall
SMSI Grant review-Not pursuing grant at this time
Village owned garbage pickup service being reviewed
Town and Village board minutes online @ cherryvalleyny.us
Councilperson Cornwell inquired about the study to merge the Town and the village.

Visitor’s Center:
Foit-Albert meeting on 01-29-09
DOT use of occupancy permit has been approved-dated 02-01-09. Funding is in place for the center.

Highway Department:
Ed had a meeting with Eric Snow from Burr Truck
1.5 yard dumpster usage reviewed
Rabies clinic scheduled for September 15th from 6-8PM

Federal/State/County:
Board of Elections has been notified regarding the two new councilperson positions
One 4 year term
One 2 year un-expired term
County rep Sam Dubben reported sales tax revenue is down. A penalty was paid to MOSA b/c the counties garbage tonnage is down as well.

Alternative/Renewable Energy Committee:
Meeting minutes presented to the Town Clerk. Committee discussed a feasibility study of adjacent landowner to potential turbine owners. Supervisor Garretson felt the meeting went well. Mark Cornwell stressed Town and Village residents need to be kept informed.


Question and comments from the public present:

Andy Minnig stated the list of Towns who have banned turbines should be included in the Alternative/Energy Committee’s list of Towns who have turbines as well. Mr. Minnig also inquired about the list of landowners being public information and requests a copy of the list. Mr. Minnig also asked how much of the Community Center do we heat? He also commented the newly paved Center Road is excellent.

Lynn Marsh asked who is in charge of the Dumpster area? She also commented the steps are in need of repair. Ms. Marsh inquired if the Town abandoned the road across from Paul Solomon’s land. Can a portion of Porath road be considered abandoned as well?

Motion made by Councilperson Cornwell to adjourn the meeting, seconded by Councilperson Johnson meeting adjourned at 7:56PM.
