• Letter from NYSDOH identified the spring on Mower Road as unsafe. Spring has been plugged up. The Town had nothing to do with plugging up the spring.

Community Center/Alden Field and Park:
• Fall and winter programs starting up. Weekend reservations are filling up for the upcoming end of the year.
• Event for Mr. George Perry WW II vet and it is his 100th Birthday.
• Concession stand was broke into and vandalized. The responsible individuals have been identified.

Health Center:
• Adopted budget presented

Highway Department:


Federal/State/County:
• Dave Bliss, County Rep is present at tonight’s meeting.
• Councilperson Cornwell reported on the County being self insured for health insurance and the County is looking to have outside municipalities to participate in their plan. There would be a buy-in over a 10 year period. Advantage to joining would be premiums would be much more predictable and stable. There will be further discussions planned in the future for Town Boards to attend.

Town of Cherry Valley 2018 Preliminary Budget is presented to the Town Board for review.

Resolution 2017-4 Senior Citizens Property Tax Exemption

PROPOSED ACTION: To establish and adopt local legislation for the Senior Citizen Property Tax Exemption.

The Town of Cherry Valley will offer a 505 property tax exemption to those with an annual income of $14,000 or less.

Those with an income over $14,000 will not be eligible.

• Sales tax for the month of APR $5,097.13
• Audit being done with the Assessor

Health Center:
• Department of Health states there was a law passed in 1978 that the two health care providers had to be employees of the Town. Then in 2014 the law was amended to state only 1 health care provider needed to be an employee of the Town. In 2017 DOH said a work around would be to pay the Town Health Officer of the Town. Motion made by Councilperson Cornwell to pay Maureen Kuhn current Health Officer of the Town $200 a year seconded by Councilperson Johnson all in favor 4 yes 0 no. Motion carried.

Community Center/Alden Fields and Park:
• Cherry Valley Woodsman Day June 16-18
• Cherry Valley/Cherry Valley-Springfield Alumni Association Banquet July 8
• Auditor asking if the Contract for the Community Center states the Community Center and or Town is released of any liability to the renter. The contract does.
• Stihl should supply a certificate of insurance for the event they are sponsoring. Councilperson Waterfield will look into this request.
• ABM coming to inspect fire extinguishers at the Community Center
• Carpet was cleaned in the conference room.

• Supervisor Garretson received a call from the Village Clerk concerning the little cemetery between Lanes farm and __________ regarding the stones? Inquiry as to who owns the cemetery. The Town owns any cemetery abandoned by families within the Town boundaries.

Town Planning:
• Supervisor Garretson was contacted by Iver Lindberg regarding purchasing the land behind the Town parking lot. Discussion took place regarding the land being wet lands.

Highway Department:
• Motion made by Councilperson Waterfield to create an office of Deputy Superintendent of Highways Seconded by Councilperson Johnson. All in favor 4 yes 0 no Motion carried.

Federal/State/County:
• Supervisor Garretson received a letter from Karen Sullivan at the County regarding the dumpsters. Again people are dumping items that are not supposed to be left or put into the recycling dumpsters. The Town will incur fines if this continues.
• Dave Bliss, County Rep is present at tonight’s meeting and gave the Board an update of County business.

Resolution 2017-4 Senior Citizen Tax Exemption was reviewed and needs to be reworded so this resolution has been tabled for now.

Resolution 2017-5 Audit of Town Justice Court Records.

PROPOSED: Required annual examination and audit of town justice court records and dockets

WHEREAS: Section 2019-a of the Uniform Justice Court Act requires that town justices annually provide their court records and dockets to their respective town auditing board, and that such records then be examined or audited and that fact be entered into the minutes of the board’s proceedings; and

WHEREAS: The town supervisor on behalf of the town justices ha presented the court records and dockets to the town board for examination and audit; and

WHEREAS: Record of this examination, audit and resolution will be forwarded to Joan Casazza, Internal Control Liaison, NYS Office of Court Administration, 2500 Pond View, Suite LL01, Castleton-on-Hudson, NY 12033; and

Councilperson Cornwell made a motion to accept the invoices and payments as read Councilperson Waterfield seconded the motion. The invoices and payments have been presented and accepted. All in favor 4 yes 0 no. Motion carried.

Presentation of Invoices and Payments:
• Budget reviewed as well as NBT Account balances.

Misc. information to the Town Clerk:
• Sales tax for the month of NOV $5,791.20
• Mortgage Tax APR-SEP $7,036.05

Community Center/Alden Fields and Park:
• Board of Directors met and decision was made to post the Custodian job in the paper. Letters of interest will go to the Supervisor. Supervisor Garretson asked to include the vacancy on the Town Board as well.
• Bathroom is completed.
• Biddy Basketball is currently happening.

Health Center:
• Health center will start presenting fund account at the next Town Board meeting.

Village:
• Town and Village board minutes online @ cherryvalleyny.us

Community Facilities Corp/Old School
• Supervisor Garretson asked Councilperson Johnson if the FC would be ok with the Town putting a 3 way hip roof over the stage area to fix current leaks that have occurred.


Highway:
• Otsego Highway shared services agreement is presented to Highway Superintendent Ed VanDerWerker for his review.

Motion to enact Local Law 2017-1 FEMA Flood Damage Prevention Law is made by Councilperson Cornwell and 2nd by Councilperson Johnson. Roll call vote is taken: Supervisor Garretson-yes, Councilperson Johnson-yes, Councilperson Cornwell-yes and Councilperson Waterfield-yes 4 yes 0 no Local Law 2017-1 is enacted.

The Cherry Valley Town Board Meetings will be held on the 2nd Thursday of the month and will be called to order at 7 pm.

If the Town Board is unable to meet on the 2nd Thursday of the month, they will meet on the 3rd Thursday of the month.

Town Board members will begin review of the invoices and payments no later then 6:30 pm on the night of the town board meeting.

96 hours prior notice will be allowed to the Supervisor for consideration of a topic or presentation to appear on the monthly Town Board meeting agenda.

The Town Supervisor will serve as the Town Budget Officer.

The Budget Officer is authorized to pay employees, insurance, utility, communication and any other due invoices prior to the review and approval of the town board.

The Budget Officer will provide all paid invoices with attached check stubs for monthly town board audit review and approval.

The Budget Officer will provide proof of any voided, damaged or destroyed check.

A Petty Cash fund in the amount of $200 is granted to the Town Clerk.

A Petty Cash fund in the amount of $200 is granted to the Superintendent of Highways

The Superintendent of Highways is authorized to purchase equipment and replacement parts prior to the review and approval of the town board, not to exceed $3,500

The Superintendent of Highways will provide the Supervisor with overtime hours per highway employee no later then 4pm on Wednesday of the payroll week.

The Town Supervisor will provide the Community Center Director with an annual budget and provide monthly updates of revenue and expense.

The Cherry Valley Community Center Director will be responsible for organizing and conducting an annual meeting with all parties involved with the use and maintenance of the Community Center and Alden Fields.


The Town Supervisor will serve as Chairman of the Cherry Valley Health Center Board.

The Town Supervisor will provide the Cherry Valley Health Center Board with an annual budget and provide monthly updates of revenue and expense.

The Board of Assessment Review will consist of the following paid individuals with terms expiring on the following month and year

The 2017 fringe benefit package for full time town employees is as follows

2 weeks vacation for 1 to 10 years of service
3 weeks vacation for 10 to 20 years of service
4 weeks vacation for 20 or more years of service

12 holidays - can be used on a floating basis – no carry over
5 personal days - can be used as needed - no carry over
10 sick days - can be used for sickness only - maximum carry over of 180 days

Medical, dental and vision insurance coverage after 6 months of employment

Cintas work clothes provided daily to the highway department employees

Op-Out Health Insurance Program is available - proof of other health insurance coverage is required - op-out payment is based on the single package contract rate premium for the year.

Disability payment to employee is $510 / wk

Death benefit - payable to the estate of the employee is $100,000

Resolution 2017-2 Otsego County Snow and Ice Contract is presented. Motion made by Councilperson Cornwell to accept Resolution 2017-2 and 2nd by Councilperson Waterfield. Roll call vote is taken: Supervisor Garretson-yes, Councilperson Johnson-yes, Councilperson Cornwell-yes and Councilperson Waterfield-yes 4 yes 0 no Resolution 2017-2 is duly carried.
