Councilperson Johnson made a motion to accept the invoices and payments as presented, Councilperson Cornwell seconded the motion. The invoices and payments have been presented and accepted. All in favor 4 yes 0 no
Presentation of Invoices and Payments:
• Budget reviewed as well as NBT Account balances.
Misc. information to the Town Clerk:
• Sales Tax for the month of JULY check from the County $7,519.00
Community Center Alden Field and Park:
• Gym and conference room remains closed with some exceptions such as Red Cross Blood Drive and Election Day.

Health Center:
• Sent a big lump sum to Medicare. There are usually to big payments to Medicare in the spring and in the fall.
• Still doing fine even after the Medicare payment.
Town Planning Board:
• Revised By-Laws are presented to the Town Board.
• Councilperson Cornwell questioned how the Planning Board communicates with the public and who is the main contact person on the Planning Board. Also how does the Planning Board communicate with the public during the Pandemic?
• Supervisor Garretson stated the Chairperson is the contact person and the Planning Board follows the same Pandemic protocol the Town Board follows during the Pandemic. In the first few months of the Pandemic no in person meetings and currently in person meetings with masks and social distancing.
Village:

• Transfer paperwork for the parking lot is with the Town Attorney Will Green.
Highway Department:
• Truck should be ready mid October
• Fixing plows and getting ready for winter plow season.
• Advertisement for the vacancy at highway has been published.
Supervisor Garretson distributed information regarding Palmer Road in regards to excessive four wheelers and motor cross bikes using Palmer Road to get to a piece of land off of County Route 50. Supervisor Garretson contacted the Town Attorney, Will Green, and he is going to draft a letter to the Land Owner regarding the issue. Other than that Supervisor Garretson recommended the neighbors contact the Sheriff and or the State Police for further action.
Councilperson Waterfield gave an update on the Draft Solar Law. The draft has been cleaned up before it is sent to the County for review. A Public Hearing will be held before the Law is voted on.
Federal/State/County
• Representative Dave Bliss attends tonight’s meeting. Mr. Bliss presents an overview of County business. Overall the County is down 10% revenue and it is slowly improving. The County is at a $14 million dollar deficit
• With colleges being closed or virtual is a big impact as well.
• Bed Tax is down 70%

Resolution 2020-8 Standard Work Day Reporting-NYSLRS RS-2417-A
NYSLR requires this every year for elected and reelected officials.
Motion to adopt Resolution 2020-8 is made by Councilperson Waterfield and seconded by Councilperson Johnson. Roll call vote is taken: Supervisor Garretson-yes, Councilperson Johnson-yes, Councilperson Cornwell-yes and Councilperson Waterfield-yes 4-yes 0-no
Resolution 2020-8 is adopted.
Supervisor Garretson distributed the Tentative Budget for 2021 to the Town Board for their review.
Local Law 2020-1 Tax Cap Override
Motion to adopt Local Law 2020-1 Tax Cap Override is made by Councilperson Cornwell seconded by Councilperson Johnson. All in favor 4-yes 0-no Motion carried.
Public Questions, Comments and concerns…………..2 minute limit per request
Angelica Palmer and Kat Chiba attended tonight’s meeting to inquire about fiber optics being installed in the Town limits. Angelica, who is part of a group called Rebirth Cherry Valley, also stated Unadilla recently published they received money from the State to help local people with rehabilitation money for their homes. Angelica is wondering if the Town would be eligible for this grant money. Would the Town be willing to participate in this Grant?
Kat inquired about the reasoning for having two different governments? Town and Village are separate government agencies. Kat also stated one of the reasons new businesses are not coming into the Village is due to the fact there is not a sewer system. Kat feels the burden should not be put on the Village residents alone that all, Town and Village residents, should share the burden of the cost of installing a sewer system in the future.
