The regular meeting of the Town Board of Cherry Valley was held on Thursday August 10, 2023 with meeting called to order at 6:59PM by Supervisor Garretson

Councilperson VanDerwerker made a motion to accept the invoices and payments as presented, Councilperson Cornwell seconded the motion.  The invoices and payments have been presented and accepted.   All in favor 3 yes 0 no

 

Presentation of Invoices and Payments:

  • Budget reviewed as well as NBT Account balances

 

Misc. information to the Town Clerk:

  • Otsego County Sales Tax for the month of JUNE $11,536.01

 

Community Center Alden Field and Park:

  • No new news

 

Town Planning:

  • Motion to appoint Lorraine Bosma to the Joint Planning Board is made by Councilperson Cornwell and 2nd by Councilperson VanDerwerker All in favor:  3-yes and 0-No
  • Frank McGrath was inquiring if the Town had a zoning map and the Town does not.
  • Nan needs to be contacted regarding multiple 10-acre parcels one after the other being used for solar projects.  The Law may need to have amendments.

 

Village:

 

Federal/State/County:

  • Councilperson Cornwell gave an overview of how the State has taken away the local laws for Solar projects.  County is asking all the tax districts to opt out of Solar renewable projects because the State is giving these projects tax exempt status, there by letting the Town’s set their own tax base with the Town Assessor so the Towns can collect the tax from the project.
  • County Representative Dave Bliss gave an overview of the solar opt out plan through OtsegoNow.

 

Highway Department:

  • County 32A is closed for bridge repairs.  Should be done around August 17
  • NYS has given an extension to the mining permit to July 2028.  No blasting.
  • Highway department has full crew
  • County 32 is paved and still needs shoulders and lined.

 

Public Questions, Comments and concerns…………..2 minute limit per request

 

Andy Minnig inquired about the Solar ordinance is it Law?  Yes, it is Law.  The Board needs to look into how the Law addresses the 10-acre requirement for solar projects.   An amendment may need to be drafted.

 

Motion made by Councilperson VanDerwerker to adjourn the meeting 2nd by Councilperson Cornwell

 

There being no further business meeting adjourned at 7:44PM.

 

Next Town Board meeting will be Thursday, September 14, 2023 7:00PM
