Councilperson Cornwell made a motion to accept the invoices and payments as presented, Councilperson Waterfield seconded the motion. The invoices and payments have been presented and accepted. All in favor 4 yes 0 no
Presentation of Invoices and Payments:
- Budget reviewed as well as NBT Account balances
Misc. information to the Town Clerk:
- Otsego County Sales Tax for the month of JULY $10,157.46
Community Center Alden Field and Park:
- No new news
- Some rentals coming up
Health Center:
- There is an individual coming from Bassett to shadow Sue in regards to making improvement to the billing system.
Town Planning:
- Councilperson Cornwell worked with Nan in regards to the interpretation of the Solar Law. Amendments will need to be addressed and or reworded. Town Board needs to come up with a mechanism or tool for the Joint Planning Board to use and a schedule of fees.
- Once the Town opts out of the tax-exempt status set forth by NYS and the Town can negotiate a PILOT program with the three taxing entities, Town, County and School.
Village:
- Town and Village Board Minutes and info- www.cherryvalleyny.us
Federal/State/County:
- Snow and Ice agreement was presented to HS Fields.
Highway Department:
- New truck is being bumped up the list for next year and will probably be ready in the summer of 2024
- Highway Superintendent would like to purchase a woodchipper with the money left over from the CHIPS program. Motion is made by Councilperson Cornwell to have the HS purchase a woodchipper 2nd by Councilperson Johnson. All in favor 4-yes 0-no
- Getting truck fleet ready for plowing
- CHIPS paving is completed for this year. There are new rules in place for paving roads through the CHIPS program next year.
Resolution 2023-5 Cherry Valley Town Court JCAP Grant is presented to the Town Board
WHEREAS, The Town Court is requesting authorization from the Town Board to apply for funding from the Justice Court Assistance Program during the upcoming grant cycle
AND WHEREAS, One required component of that application is a resolution from the Town Board authorizing the Town Court to apply for this funding
NOWTHEREFORE:
BE IT RESOLVED THAT, The Board of the Town of Cherry Valley authorizes the Cherry Valley Town Court to apply for a JCAP grant in the 2023-24 grant cycle up to $30,000.00
Motion to accept Resolution 2023-5 as presented is made by Councilperson Waterfield and 2nd by Councilperson Johnson. Roll call vote is taken: Supervisor Garretson-yes, Councilperson Johnson-yes, Councilperson Cornwell-yes and Councilperson Waterfield-yes. 4-yes 0-No
Tentative Budget for 2024 is presented to the Town Board for review.
Public Questions, Comments and concerns…………..2 minute limit per request
Phil Durkin encountered a Spectrum employee on Palmer Road who was trying to determine the Town lines.
Motion made by Councilperson Cornwell to adjourn the meeting 2nd by Councilperson Waterfield
There being no further business meeting adjourned at 7:45PM.
Next Town Board meeting will be Thursday, October 12, 2023 7:00PM
