TB Meeting March 9, 2006

The regular meeting of the Town of Cherry Valley Town Board was held on Thursday, March 9, 2006 with meeting called to order at 7:00pm by Supervisor Garretson.

Pledge to the flag was said.

Motion made by Johnson, second by Garretson to pay the bills as presented. Motion carried.

Town share of monthly sales tax collected for the month of December 2005 is $4,589.82.

Dog control Officers report was read for information only.

Supervisor Garretson asked for an update on the Community Center. Mary Beth Flint reported the Spaghetti Dinner held in late February to benefit the Community Center was a success. The Community Center has been very busy during the winter months with many activities scheduled. Supervisor Garretson reported the flat roof at the Community Center is in need of repair or replacement.

A representative from the Village Board was unavailable.

Walter Buist gave an update on the Comprehensive Plan that is currently being revised. Mr. Buist reported that having the 2 planning boards, Village and Town, working together would help with plans coinciding with each other. June Barwick will be helping to gather information for this process.

Liz Plymell representing the Planning Board reported on the finalization of the subdivision of Lillie Mae Oglesby’s estate on East Hill. Liz also reported about an upcoming public hearing in April regarding a major subdivision of the Tompkins Farm on Nielsen Road. The proposed subdivision will have 12 lots. Linda Franzese was appointed Vice Chairperson of the Planning Board.

Supervisor Garretson read the following correspondence for information only: CHIPS and SHIPS via EFT (electronic funds transfer), Property contract with the Killmeier family for the Scenic Byway Visitor Center, NYS Emergency Management Office, Shelly Property Purchase regarding fence, Time Warner Cable National Teacher Awards, Otsego County Treasurer request for record of payment from Time Warner of $450.74, Solid Waste User Fee Bill (print enclose postage paid envelope on bottom of bill for residents).

Supervisor Garretson read a letter he penned for the Cherry Valley Facilities Corp. regarding the lease the Town and Village have for the office space for the Town Clerk, Town Court and Justices. The offices are not yet completed; therefore the rental payment will be suspended until such space is completed. Supervisor Garretson will be meeting with a representative from the Albany Magistrates to get his opinion on how the Offices should be set up with regards to the Town Court as well as having the input from the two Justices.

Nik Pressley presented a packet regarding Environmental Impact Statement Scoping Option for the Town Officials to review regarding the East Hill Wind Turbine Project.

Andrew Criscola, Town Assessor, gave an update on the Assessors office. He states the records are in need of updating. He has noticed the assessments for the Town have not been in the Towns favor and it is difficult to police what is being reported and what really is in regards to land use.

Martha Frye, Executive Director of Otsego 2000 stated Otsego 2000 supports a statewide moratorium on Wind Power Projects.

Phil Durkin, County Representative updated the Town Board on his involvement thus far in the county. He is on two committee-Public Works and Public Safety. Mr. Durkin reported the Board of Elections would be moving to the Meadows Building in the very near future. He stated his suggestion to move daytime meetings to evenings so more working people could attend the meetings was defeated.
