TB Meeting, January 11, 2007

The regular meeting of the Town of Cherry Valley Town Board was held on Thursday January 11, 2007 with meeting called to order at 7:08PM by Supervisor Garretson.

Pledge to the Flag said.

Motion made by Councilperson Johnson to appoint Mark Cornwell to the Town Board vacancy for councilperson seconded by Supervisor Garretson.

Oath of Office was given to Mark Cornwell to fill the vacant Councilperson position.

Minutes of the December 2006 meeting were read. Supervisor Garretson approved the minutes as read.

Motion made by Councilperson Johnson second by Councilperson Cornwell to pay the bills as presented. Motion carried.

Town share of monthly sales tax collected for the month of October 2006 is $4,551.81.

Dog Control Officers report will be on file with the Town Clerk.



Updates:

Community Center/Alden Field: The Biddy Basketball program has started and is going well.


Cherry Valley Community Facilities Corporation. There was no meeting in December.

Village Board report given by Supervisor Garretson. Lou Guido, Village Trustee is currently working on setting up an email address for the Town to use. Scenic Byway update-Margaret Lunzman. Committee from Albany is having continuous open dialogue meetings. Kilmeier property awaiting approval from Federal Grant.

Comprehensive Planning Committee Report given by Walter Buist. The Draft Document for the comprehensive plan is ready to be presented to the Planning Board.

Planning Board. No meeting in December.

County Representative, Phil Durkin reports the County Board is working on a local law to rescind the budget and put out a new budget. Waiting for approval from the State Attorney. Mr. Durkin will hold a
Constituents meeting on Saturday morning, January 13, 2007 at the Town Barn from 9:30-11:30am.

Buildings/Facilities: Town Clerk office almost complete.

Supervisor Garretson reports that the contract with Vet’s Disposal has expired.

Annual Organizational meeting called to order at 7:40pm by Supervisor Garretson.

RESOLUTION #1

Resolution of the Cherry Valley Town Board

WHEREAS: by state law an annual organizational meeting should be held as soon as possible after the new year begins, or as part of the first regularly scheduled monthly board meeting of the new year.

WHEREAS: by state law the annual organizational meeting information is required to be presented and available to the public.

RESOLVED: The Annual Organizational Meeting of the Town of Cherry Valley has been conducted, and the annual organizational information will be available to the public upon request of the Town Clerk or on-line a “disctrict7otsego.com”

Questions, Comments and concerns from the public will be entertained prior to the board meeting adjournment, with a 2 minute limit per speaker.

The following positions have been reappointed or reemployed with compensation:

The official Town newspapers will be The Freeman’s Journal, The Richfield Mercury and The Daily Star.

The official Town Bank will be the Cherry Valley branch of NBT.

Town business travel reimbursement will be 48.5 cents per mile.

A Petty Cash fund in the amount of $200 will be granted to the Town Clerk, to be reconciled on a quarterly basis.

The Superintendent of Highways is authorized to purchase equipment and replacement parts prior to monthly board approval, not to exceed $2000.

The Budget Officer is authorized to pay employees, insurance, utility, communication and due bills prior to the monthly town board meeting.

After review and approval…the town board will sign a copy of the itemized monthly deposit and expense ledger for the budget officer’s file.

Questions, comments and concerns:

Nik Pressley inquired about opening up appointed positions for other people to be considered in the town.

Lynn Marsh asked if the moratorium that has expired is going to be extended?

Proposition needs to be put on the Ballot for 2007 to increase the Town Board from 2 to 4 members.

There being no further business a motion to adjourn was made by Councilperson Johnson and seconded by Councilperson Cornwell.

Meeting adjourned at 8:06pm.
