  • mask wearing during Biddy basketball and there will be no policy requiring mask wearing during biddy basketball.

 

Village:

 

Town Planning Board

  • Lorraine Bosma, Chair, is in attendance at tonight’s meeting and reports there is consideration in combining the two Planning Boards for the Town and the Village. Comprehensive Plan for the Village is being worked on and the Town’s Comprehensive Plan for the Town needs reviewing a well.
  • There will be a special Planning Board meeting on Tuesday November 23, 2021 at 7:00PM in the conference room at the Community Center.  This meeting is intended for discussion regarding combining the two boards.

 

 

Highway Department:

  • Request from a neighbor living on the road to the school requesting a reduction in the speed limit since the road has been redone.
  • Storage for the new tractor is complete.
  • New truck should be in here January.
  • The truck that is at auction is currently at $3,500.
  • Still waiting to hear from Nathan Waterfield regarding tree removal.

 

Resolution 2021-6 American Rescue Plan Acts Fund policy and procedures

Motion to accept Resolution 2021-6 is made by Councilperson Cornwell and second by Councilperson VanDerwerker  Roll Call vote Supervisor Garretson-yes Councilperson Cornwell-yes Councilperson VanDerwerker-yes  3-yes 0-no.  Resolution 2021-6 is duly carried.

 

Resolution 2021-7 2022 Budger for the Town of Cherry Valley

Motion to accept Resolution 2021-7 is made by Councilperson VanDerwerker and second by Councilperson Cornwell  Roll Call vote Supervisor Garretson-yes Councilperson Cornwell-yes Councilperson VanDerwerker-yes  3-yes 0-no.  Resolution 2021-7 is duly carried.

 

Public Questions, Comments and concerns…………..2 minute limit per request

Andy Minnig inquired about how much money is the Town getting from the American Rescue Plan Act?  Supervisor Garretson stated it will be approximately $38,000 this year and $38,000 next year.  This money has limitations as to where it can be applied.

 

The money is sent from the State to the County and then it is disbursed accordingly to each Townshp.

  • Dave Bliss, County Rep, is present at tonight’s meeting.  He gave an overview of the County’s plan to move forward with a paid ambulance service for the whole County.

 

Highway Department:

  •  Hinkley mountain work is complete.  There is no way to make the road State regulated width
  • Previous plow truck ordered will be here in January 2022 however it is 1-2 years to receive a new truck once ordered
  • Spare plow truck will be used for this winter and then this truck will be sent to auction.
  • CHIPS paperwork has been submitted.
  • HS Field has been in touch with Nathan Waterfield for tree removal on Campbell Road.

 

Local Law 2021-1 Solar Energy Generating Systems

Steve Pasternak addressed the Town Board regarding Salt Springville Road needing attention in terms of being deemed “hazardous” by the Cherry Valley Springfield Superintendent of transportation as well as the Superintendent of the CVSCS therefore the bus will not pick up his child for school.  Mr. Pasternak is appealing to the Town Board for some help with this issue.

A discussion was held with outcome being a meeting to walk the road should be set up with aforementioned Superintendents as well as Town officials to try and come up with a solution.

 

Phil Durkin wants to acknowledge on behalf of the Route 20 association he sent a letter to the Town Board for consideration of funds from the  American Recovery Program Act for 501C3 non-profit organizations.

We may opt to close off the balcony area. Supervisor Garretson filled out the forms for the American Rescue plan money and sent them in to the Federal Gov. Town Planning Board: • Councilperson Waterfield states the draft solar law is with the Attorney, John Lyons. for review. Community Facilities Corp/Old School: • All Senior apartments are rented with the exception of 2 smaller apartments. Supervisor Garretson has been in contact with DEC officer Tim Card regarding the situation on Chestnut Street. Officer Card is waiting on Solid Waste to get back to him. Village: • Town and Village Board Minutes and info- www.cherryvalleyny.us Highway Department: • Highway Superintendent Field reported the Town Highway has to be enrolled into a Federal Clearing House program with the Insurance company. When a new employee is hired by the Town Highway Department their license has to go to the Insurance Company to be run in the Federal check data base. • Dietche Road is in line to be completed soon. Will be using Suit-Kote for the paving. • HS Field would like to rent a Boom mower to clear the bigger debris along the roads to be able to maintain the sides of the road with the new tractor. Public Questions, Comments and concerns…………..2 minute limit per request Supervisor Garretson spoke to a Spectrum employee installing cable on Tom’s Road, which is a Town Road and the employee stated Otsego County is the only County in the State having issues with Spectrum. Anyone living on a County Road needs to attend the County Board meeting to pursue and get answers to questions regarding cable services on a County Road. Councilperson Waterfield stated when she went to Spectrum’s site and put her address in, which is a Town road, it said there is no plan for future service. Councilperson Cornwell stated making phone calls to Congressman Delgado’s office and Senator Oberacker’s office to state concerns. The AED boxes will have alarms on them that will be linked to the Fire Department members cell phones so they can respond as well if an AED is broke into for use. Supervisor Garretson contacted the Town Attorney, Will Green, to inquire about a form letter the Town can use to address issues with property owners within the Town. Supervisor Garretson has not heard back from Attorney Green yet. SG will follow up. Health Center: • Doing well. Mr. Minnig also reported he spoke with Scott from On Time Waste about the bins being filled is because the volume of boxes not being broke down is one of the problems that the bins are filling up so fast. The Board will review and give Nan feedback on the draft and suggest any changes and or additions needed. Councilperson Waterfield gave a more in-depth report on the maps also provided by Nan. Councilperson Cornwell also reported on what would be considered a small, medium or large private Solar Field per parcel. All of these things need to be considered especially when presenting the final Draft to the public at a Public Hearing. Village: • Town and Village Board Minutes and info- www.cherryvalleyny.us Highway Department: • Need to replace the culvert on Dietsche Road. Highway Superintendent Field is gathering prices for the culverts which will come to approximately $15,000 by the time they get done with the installation of the culvert it will be approximately $30,000 to $40,000. Hoose and Palmer road are completed. • New tractor will be here next week • The international truck brought $2,500. Supervisor Garretson distributed information on the DUNS (data universal numbering system) number for grants. Also, information regarding The Americans with Disability Act regarding the curbs being cut for handicapped accessibility. Public Questions, Comments and concerns…………..2 minute limit per request Howard Young inquired about a Town ordinance regarding numerous rotting cars on a private residence land that may be affecting surrounding water supplies on neighboring property. The Board is taking this under advisement and will contact the Town Attorney to send a letter. Andy Minnig reported on Artworks will be having a sculpture trail this summer. Films behind the Museum will not be happening due to darkness happening so late that this may be disturbing to neighbors. Councilperson Waterfield reported she didn’t write a letter to Spectrum regarding Broad Band services for the area; however, she saw in the news some legal things are moving along. She still plans on writing a letter. Frank McGrath reported he wrote a letter to Congressman Delgado’s office as well as the New York State Teachers Association and New York State School Board Association should be pushing for plans on what their responsibilities will be moving forward in the future. Cell Tower on Rendering Works Road has been updated by AT&T. Cell service is still a challenge within the Town. Frank McGrath inquired about progress towards Broadband services for the Town. SG stated Spectrum is out and about laying lines. Dave Bliss, County Rep stated there has been some issues with Spectrum recognizing addresses that are eligible for their services. Mr. McGrath inquired if there is a map of which residences Spectrum is planning on installing services to? Mr. McGrath is asking if the Board, as a government entity, can draft a letter to ask these questions? Councilperson Waterfield stated she would write a letter to Spectrum.
